Narses's General Story
In 552 AD, on the Italian Peninsula, Byzantium's preeminent commander, Narses, set his expeditionary forces against the Ostrogothic Kingdom. His astute strategic vision questioned the Ostrogoths' seeming withdrawal, despite successive victories under his belt.
True to Narses' prediction, the Ostrogoths schemed a perilous ambush. He cleverly turned their stratagem to his advantage, laying a bait by presenting a seemingly weak center. As the Ostrogothic cavalry fell for the trap, the Byzantine forces retaliated with a lethal storm of arrows. Then, like a ferocious beast from the fables, Byzantine cavalry burst from the battlefield flanks, obliterating the enemy forces.
Guided by Narses' command, the Byzantine army claimed over 6,000 enemy lives, including their commanding general, causing Narses' fame to reverberate throughout the Mediterranean. From a modest background, Narses was blessed with exceptional military acumen. His leadership led the Byzantine army to relive the Roman military's glorious past, establishing him as one of the paramount generals to merit a Roman Triumph.

Based on Narses's attributes, we suggest that you can put him in a Subordinate City. And you can put Debuff Skill Books on Narses to increase his debuffs. Narses's Special Skill – Hammer of the Goths is in conflict with the Debuff Skill Book – Enemy Ground Troop Attack, but the others are all suitable, including:
